“Cyber Nation Germany”: Bundesverband IT-Sicherheit e.V. publishes catalogue of requirements

Digital sovereignty requires clear structures: Why TeleTrusT's new catalogue of requirements provides the right impetus – and what manufacturers like Dallmeier can contribute to the Cyber Nation Germany.

The vision and concrete concept of a “Cyber Nation Germany” is crucial for Germany's digital sovereignty and security. In a catalogue of demands published in February 2025, the Bundesverband IT-Sicherheit e.V.  (TeleTrusT) therefore calls for a coordinated implementation strategy to position Germany as a pioneer in IT security. Too many individual initiatives fizzle out without any lasting effect – a holistic approach with several responsible stakeholders is urgently needed.

As a manufacturer of video surveillance solutions “Made in Germany” with the highest standards of cyber security and data protection, we expressly support TeleTrusT's demands and also see strategic responsibility and cooperation between politicians, associations, manufacturers and user companies as essential for successful implementation.

Key facts in a nutshell:

  • Bundesverband IT-Sicherheit e.V. (TeleTrusT) publishes “Cyber-Nation Germany” catalogue of requirements
  • Original wording of the demands to political and corporate stakeholders:
  1. A clear commitment to (unrestricted) IT security and a holistic view of IT security architectures
  2. European IT security laws for increased legal and investment security – clear, consolidated and practice-oriented
  3. Prohibition of compromising IT security, no backdoors or weakened encryption
  4. Demand and promotion of the establishment and expansion of IT security infrastructures (both technical and organisational) for citizens, companies and public administration
  5. More and more effective “Made in Germany / Made in EU” IT security technology in practice
  6. Digital sovereignty in the area of IT security – for a value-oriented, secure and trustworthy digital future
  7. Cybersecurity must be consistently taken into account when designing new services and architectures, while always finding the right balance between security and user-friendliness.

Assessment and statement from us as manufacturer Dallmeier
We would like to thank the Bundesverband IT-Sicherheit e.V. (TeleTrusT) for the good and important position paper in these geopolitically tense times.

As a “Made in Germany” manufacturer, we at Dallmeier fully support all the demands listed, both “virtually” here in the blog article and in our video security products.

“We German and European manufacturers have a shared responsibility, especially in these geopolitically challenging and volatile times.”

Jürgen Seiler, Head of Business Development at Dallmeier electronic GmbH & Co.KG

Our summarised conclusion and our “offer” (technology offer / value offer)

  • When we talk about holistic resilience, we need to consider not only physical resilience (e.g. supported by video security technology), but also cyber resilience and geopolitical resilience of products and manufacturers.
  • We German and European manufacturers, together with “the” politicians, our partners and customers, the associations and the supervisory authorities such as the Federal Office for Information Security (BSI) or the Federal Office for Civil Protection and Disaster Assistance (BBK), have a shared responsibility, especially in these geopolitically challenging and volatile times.
  • A shared responsibility for safety, physical security, cybersecurity, supply chain security, data protection, digital sovereignty, independence, trustworthiness and, to put it bluntly, for our markets, our democratic countries and, above all, for their critical infrastructures.
